SQL1092N DB2ADMIN doesn't have authority to perform the requested command

iam trying to create sample database from commandwindow for db2ese8.2.
iam using windows vista home premium .i added DB2ADMNS to SYSADM_GROUP aslo.
but still it is not working.


can you please help me for this problem.
